There will be some places you can not access until you get to use the Alohomora spell. I can't tell you what level thats at as it will vary from the exploring you do. For me it was level 22, but for others it will be much lower. Look out for the "The Caretaker's Lunar Lament". It should come up right after you do Rackhams Trial 1. Then you will get the quest that allows you to learn the unlock spell, which will allow you to complete the tokens quest.
