Samira doesn't really deal with tanks well, and only has collector which also isn't amazing into tanks. The poppy is most likely fed with 2-3 items. And 3 levels ahead
Poppy have around 3k worth of HP which is worth like 2-3 items. Typical buildpath wold include tabis, further increasing armor. Poppy has sunderer, which heals and crits for every few seconds x2 since the enchanter support is there (who typically deals less damage). Poppy also has increased armor the less life she has. Meanwhile samira only has collector, which is very bad against armor stacking, and has little use outside of that 5% execute. Its more of a snowball item than anything.
I looked at the game and poppy wasn't even an item up, she had one armor item, yes Samira lost lane and is 3 levels down, but the poppy had sundered sky kindle and chain vest and she still didn't die there lol
this is his main in grandmaster/chall lol. he is a consistently high elo player thhat innovates new builds that are usually target nerfed next patch. Lethality vi isnt even new, this is a common build depending on enemy team
