No, it's not the game doing that. It's the editing of this video. The uploader uses the freeze frames along with the B&W effect as part of the editing.
The combos that didn't start with an up throw where my favorite. Those ones looked the most creative and unexpected. The use of down air and up tilt to extend combos was cool. Good song and editing!
