You can remove the Co2 with soda solution or soda on fabric. It forms Sodiumhydrogencarbonat. wenn you let it dry at 60C you can remove the co2 and use the soda again. Or fast in an stove at 200C.
KOH, Potassium Hydroxide, is the Kissing Cousin of Sodium Hydroxide, AKA Lye or Soda Ash. It reacts virtually the same in virtually all reactions. Although there is no difference in their reactivity levels, I believe the Author is using Potassium Hydroxide because it's a bit less toxic than Lye. But, considering he's also playing with Bromine and Bromides, I can't see why he'd bother.
