That's odd since all phones should have IMEI numbers. That might mean something is wrong with your device or it was modified in some way. It would be best to bring it to a local Samsung store for repairs.

Unfortunately, Samsungs from T-Mobile nowadays don't ask for codes, since they ask for the unlock app/unlock option through Settings (choose Settings > About Phone > Device Unlock). You'll need to request an unlock from the carriers (since it will just fail without a request first).
Hypothetically speaking! Will it work if the phone was reported as lost or stolen in the USA, but it will now be used lets say in another countrylike Mexico, Panama, or Peru?
It's kind of a toss up for South America, since some of their carriers share the same blacklist as North America. Best way to check would be asking the carriers to check the IMEI on their network if it's blacklisted or not.
You can try to reset the network in the settings. However, it might also be best to contact Apple or the carriers you are trying to use too, in case, slight adjustments to the settings/their side are needed.
