You have first of all confused us between the terminology 'Riba' and 'Usury'. If Riba in its definition involves a very high interest rate, similar to Usury, then the logic of very low interest does not apply. It is here the scholars have differed as to what Riba actually means. Secondly, in Quran (Surah Baqarah) it specifically mentions the person taking Riba, not the one who is giving Riba. However, at 2:27 you mention that, the Quran says about both: one who takes and gives Riba. Please correct yourself and don't alter the meaning of the Verse. Here, only the person who is taking Riba is being discussed.
The meaning of riba includes a lot of things , usury being one of them. For details on this you can refer to the decision of Pakistan Federal Sharia Court on riba. As for the verse of Quran, you are right about the verbatim meaning , however contextually the same has been extrapolated from the hadeeth wherein SAW has cursed both the giver and taker of riba.

Do we have any platform on which we can see the list if stocks which are halal? I have heard of Islamicly, Musaffa, etc but can't claim its authenticity.
