This is such an important moment in DBZ because it represents something noteworthy: Gohan has truly succeeded Goku by completely truly humbling the villain at his peak threat level (pre-zenkai). This is the moment that Cell knew he pretty much had lost the fight against Gohan. Gohan had basically tanked a hit from Cell at full power as if it was nothing and managed to cause Cell tremendous pain with only 2 punches, all the while clearly still holding back. This ultimately unnerved Cell that he made the same mistake Trunks did by focusing purely on raising his strength at the cost of crippling his speed in vain hopes of actually hurting Gohan. Ultimately, Perfect Cell was at higher-tier SSJ level whereas Gohan was at mid-tier SSJ2 level. The gap was so huge that it wasn’t even funny. It is a shame we never saw a fight between an uninjured SSJ2 Gohan and Super Perfect Cell. Given how Cell can actually sense power levels, he clearly knew it would probably be a much more even fight (even though Gohan still had enough power to destroy Super Perfect Cell whilst crippled but that’s a different story).

Doubtful. At best, they would probably be even. It's even thought that Cell is actually stronger than ssj2 Gohan after he regenerates from his self-explosion.
