Ah yes, input detection. Fromsoft trying to pull off bullshit behind our backs. Many enemies will immediately react to what you are doing as soon as you much the heal button or even emote.
As you can see here, MANY different enemies have a lunge teleport or projectile they use specifically when you flask. its saying "wait after your hit for the enemy to do another action, THEN heal"
