Town of Stephenville Council Meeting Minutes Date: August 28th, 2024 Location: Council Chambers Attendees: Members of Council Members of Management Special Guests 1. Call to Order: Video Time: 00:00:01 The special public meeting was called to order by the Mayor. 2. Approval of Agenda: Video Time: 00:00:42 Moved by Councilor Maurice Hines, seconded by Councilor Myra White, that the agenda be approved as circulated. Motion carried. 3. Land Acknowledgement: Video Time: 00:01:23 The Town of Stephenville respectfully acknowledges the ancestral homeland of various Indigenous peoples, including the Mi'kmaq, Innu, and Inuit of Newfoundland and Labrador. 4. Resolutions: 4.1 Approval of Audited Financial Statements: Video Time: 00:02:44 The Mayor introduced the discussion regarding the delayed receipt of financial statements from the auditor. The CAO provided an overview of the reasons for calling a special meeting to approve these statements. Resolution: Council hereby approves the Consolidated Financial Statements for the Town of Stephenville for the period ending December 31st, 2023. Moved by: Councilor Myra White Seconded by: Councilor Darren Roberts Motion carried. 4.2 Approval of Canada Community Building Fund Agreement: Video Time: 00:15:58 The CAO provided an overview of the Canada Community Building Fund and its importance for municipal projects. Resolution: Council hereby approves the Annual Expenditure Report for the Canada Community Building Fund Agreement for the year ended December 31st, 2023. Moved by: Councilor Myra White Seconded by: Councilor Tom O'Brien Motion carried. 4.3 Approval of Appointment of Financial Auditors and Accounting Firm: Video Time: 00:28:09 Resolution: Council appoints Allen and Skinner CPA Professional Corporation as the auditor and accounting firm for the Town of Stephenville, following a change in ownership from the previous accountant, Brian N. Hillier CPA. Moved by: Councilor Myra White Seconded by: Councilor Darren Roberts Motion carried. 5. Other Business: Video Time: 00:36:02 The Mayor acknowledged the presence of 50 attendees and praised the achievements of the local Taekwondo community and other sports accomplishments within the town. Council members discussed various community events and concerns, including the delay in municipal projects due to bureaucratic processes. 6. I just came back from Ontario. Western Ontario where there are a lot of Wind Turbines. Farm country mostly. There are a lot of very rare cancers popping up since those turbines were put in.
