Yeah You won't be able to use perona's effect in between Tsuru and Ryuma's effect since it act's like a chain link 1 and 2. Those 2 have to resolve one after another immediately so the perona effect comes before or after but def not in between.

I can't quite remember how he explained it to me, since it was hard for him to explain to begin with. I know it had something to do with the fact of not wanting to give your gecko the option to pitch things like Absalom with +1k counter into the grave. Essentially making sure the cards he wants in the grave are not sent there easily, and he's forced to use 2k's instead. I think it's super relative to the fact gecko wants certain resource in the grave where as most decks don't operate heavily like that. That's my best memory of the consensus but I think there's a lot more to that.
I believe going 1st vs Moria is ideal. Taking away going first is crucial. Cause by your turn 2(3DON) if you’re able to play at least two cards per turn you’ll be able to dodge Perona and make it awkward for them to navigate their turn. Also, by at least playing two cards(establishing at least two characters) you’re more likely to be able to maintain your board. Cause Moria will for sure be able to remove at least one body per turn. So if you’re able to maintain bringing out at least two characters per turn you’ll slowly build advantage, overwhelm them with pressure to eventually take the W.
