The way I see it, he can't make a significant counterattack down 2 pawns and with his Queen and Rook tied down like that. Also, he's not going to lose much rating against Magnus.

That's a very good question, I wonder if it's because you're opening up the rook or could possibly be because the blacks queen could get trapped, and the white knights in blacks camp are very dangerous.
Do you know why he offered the draw? Maybe he was a fair player as his opponent was an equally player and was running out of time he didn't want to win this way so offered the draw also his opponent took it as he hadn't got enough time left. With the pieces left it would probably end in stalemate anyway had there been enough time left

Or Td7 Tf7+ if king moves, Black loses the rook, if Rxf7 Dxf7 while losing the rook on e8 with check in the next move. If king moves to g8 Df7+ Kh8 and Rxh6++. And if King moves to h8 Rxh6+ Kg8 and Df7++. Did I miss something?

I haven't had the time to go back and check all the possible scenario that you bring up. But it's something I will look into and get back to you.
I’m assuming D stands for queen and T stands for rook😅 1.Q(D)c7+ R(T)d7 2.R(T)f7+ R(T)xf7 3.Q(D)xf7+ Q(D)g7 The rook on e8 is hanging yes but so is mate on g2, and if queens come off black is just up the piece
