I’m from India and recently visited after six years overseas. Unfortunately, I found that nothing had changed. For example, to change the address on my driving license, I had to spend two months running around and finally had to pay an agent who managed to get it done in a week. In contrast, in the USA and Canada, I can update my address online and receive the new license by mail within two weeks. This is just one example of the corruption and inefficiency I encountered in India. Regarding cleanliness, while traveling in a third-tier AC coach, the garbage bin was full. When I asked the cleaner where to throw the trash, he just took it out and threw it onto the tracks. It was shocking to see such filth on the roads. I am grateful to have left that situation behind.

Perhaps a personal story from 30 years ago will illustrate my profound curiousity about this topic. At that time, I was a junior army officer in a platoon (for context, Singapore is a multi-ethnic country, with about roughly 70% ethnic Chinese,15% ethnic Malay, and 10% ethnic Indian. Most Singapore Indians are Tamilians. Singapore has a conscription army). I had a Platoon Sergeant who was Indian, about 25 years old at that time, and he was a very hard working man, and carried out my orders very efficiently. There was one time that my sergeant had to attend to some company matters, and I had to run the platoon on my own, so I started allocating work to all the men. When Shunmugam came back, he was very upset with what he saw, and told me this, “Sir, next time, when you are making small workgroups, NEVER EVER put more than two Indians in the same group, nothing will get done! More than one, they will always find a way to skive and not do work. Always split them up.” Of course, being the young man that I was, I was shocked by what he said. How could he be so racist against his own race? But over the years, as I grew older, I never forgot his words and quietly observed, and realise the wisdom of Sergeant Shunmugam. Every time there is a situation that there are more than one Indian in a project group, or a department - EFFICIENCY ALWAYS DROPS TREMENDOUSLY. And chances are, if you leave a single ethnic Indian in a work group that has many races, there is a good chance he or she will excel in his work. Looking back at this mysterious phenomenon, I am more inclined to believe now that it is not a race issue, but a CULTURE issue. If an Ethnic Indian is stripped from his cultural background, usually no difference in work ethic exists compared with a person of other races. I agree with Mr Jayant that there is no chance that India will overtake China, not in a hundred years. It has nothing to do with race, it has everything to do with collective culture. And I seriously cant see a day where Indian culture will change, because, honestly, as a collective race, nobody wants to.
