The Leaf took some casualties, and peace was always hanging by a thread with other villages being willing to attack a weakened rival. So, Tsunade had to have Jonin and Chunin running themselves ragged in order project strength, and in return, better an invasion. That's why those Sound ninja about to more easily sneak into village to jump Sasuke, and it's why the only ones available to track down and retrieve Sasuke were 1 chunin (Shikamaru) and 4 genin (Choji, Kiba, Neji, and Naruto).
The more times I watch this fight the more I realize Naruto really got dog walked the entire fight and only had a few small moments of dominance over sasuke due to kurama lol.
Naruto really gave Sasuke the prolonged Broly treatment. He kept using his face to break cliff walls. No matter who won, Sasuke has to live with that one.
