Good analysis, despite some obvious flaws, such as not normalizing for population. That said, it is sobering. It seems that the very first step that can be taken is by states themselves, to improve their curriculums to be on par with CBSE. That is entirely within their control, and their unwillingness to do it - for over 40-50 yrs! - suggests that they don't care that much about it. It is also obvious that exams like NEET do favour those with access to coaching, but that's also not a crime. Perhaps the best outcome would be for a model where half the seats are allocated by NEET and half based on the state government's Board exams. And, of course, the supply of colleges also needs to go up (hardest to do, since qualified teachers are so hard to come by). The quality of doctors can also be controlled by a medical licensing exam at the end of their studies, which is set by a Central body, but administered nationwide, and in all regional languages.
