No, being born in Canada to a parent who was an American citizen but renounced their citizenship before your birth does not make you a natural-born American citizen. According to U.S. citizenship laws, if your parent renounced their citizenship before your birth, you would not automatically acquire U.S. citizenship. To determine your citizenship status, you would need to look at the laws and regulations in place at the time of your birth and potentially consult with an immigration lawyer. If you renounce your American citizenship you can no longer ever get it back it's irreversible. Only way you can get your American citizenship back as if you renounce your American citizenship before your 18.
