Looks like “ pebble tech” it’s when you plaster your pool with a little rocks instead of well plaster.. that’s what it reminded me of anyway I was a pool guy for 15 years..
Block boarders are very deceiving, personally I level every block as I go or sometimes when your done and stand back it will seem that they are a bit wavey
