If a home requires a foundation repair, can that estimate be used to lower the appraised value of the property? What I don't understand is whether you can get a letter of testamentary, but still go the route of non-probate in california. It's a bit confusing to gather all the information from financial institutions who are demanding something before they allow you to even see the decedent's finances. Does an affidavit for distribution in the non-probate way give the executor the power to represent the decedent at the tax board, bank, etc?

My house is still titled in my deceased grandparents name. And the mortgage company just found out they were deceased Because I told them last year. So, Can I assume nothing at all has been done? No probate has been started?
