Change the anti-aliasing method to DLAA or enable FSR. The downside is that both make the image quality a little blurry, but hair in general will look normal. Edit: Nevermind, there's an actual way to fix it: Go to your GPU's control panel (either AMD or Nvidia, works for both), and force the game to use anisotropic filtering on 16x. I have an AMD card, so Idk how it works on Nvidia, but on AMD its under the advanced settings for the game. Restart the game and make sure to run it on DX11, this fix doesn't work for Vulkan. Basically, after patch 4, something in the game's code about how it renders anisotropic filtering broke completely, which affected hair/fur/beard textures (some hairs look weird as well, if you look closely. Wyll and Shadowheart are good examples, look at Wyll's sidecut and the edges of Shadowheart's hair). This workaround forces the game to use anisotropic filtering, but because Vulkan renders it in a different way, this doesn't work with it, so you have to play on DX11.
