One reason for plagiarism being so prevalent on the internet that wasn't mentioned is that it's much harder to track down the people doing the plagiarism. Their account may be right in front of you but that's not enough to actually take legal action. For a court to consider a legal claim you really need at least their name and address. If you can't identify the individual you intend to sue then your legal case probably won't even be considered. That's before considering the individual may live on the other side of the globe meaning you may not be able to reach them through a court even if you can track them down. TLDR; Since online accounts are mostly anonymous, you likely need to rely on a sites content moderation to deal with issues. With this type of moderation being infamously bad and with many sites intentionally ignoring the issue, the internet allows you to widely plagiarize content with little to no consequences.
Here's an asdf joke I just made up: A group of friends walk together but stop when they see the Mine Turtle. One guy says to the turtle, "On no, we are not stepping on you." Suddenly, Do-The-Flop Guy slides into the scene. "Everybody do the flop!" They all flop down. One guy plops onto the Mine Turtle because of the flop. KA-BOOM!!
