Black housing projects housed blacks but never had shops so blacks were not exposed to commerce. Tenements had shops in the first floor and housing on top of that. Young people got their first jobs in those stores. It is a different mindset. Affordable housing with affordable shopping is what is missing. Walmart are way too far away.
