I would make a detachable train rather than a cape. It would not be difficult to hide a heavy duty separating zipper under the scales, and you can make it as long as it has to be to incorporate all of the scales. A cape is going to cover up too many scales, so you lose a lot of the drama of the sheer number of scales. For something this heavy, I also recommend making the bodice and the skirt completely separate. I would mount the skirt on a corset foundation, so that the weight is better distributed around the body. You can connect the bodice to the skirt with hook and eyes at the waist. The scales can easily cover the join here. If you make this as a one piece dress, it's almost certainly going to hurt to wear, and it's going to be very difficult to move gracefully in. If you split it into two pieces, your shoulders only have to support the bodice. With a good corset foundation, you can have a skirt that weights many, many pounds. Additionally, if you split it, you can make the bodice out of a softer, more malleable fabric, so that you can move easily, and make the skirt out of something like a heavy canvas that will hold its shape, even with the weight of the scales. You can line the skirt with something like a robust satin so it's more comfortable against the skin.
