To perform a reset of the other handset without also resetting the base, press 1, 5, 8, and # at the same time. Cell locator was working-you just don’t hear anything on the base other than the tone. To make cell locator, new message alert by call, baby monitor to outside line, etc ring the phone, you’ll need to add a few pauses and a 1 for it to get through your automated system.

Even the answering system model 1720 doesn’t have a base ringtone option-it just has one ringer. The base settings menu on both is just for your basic settings like dial mode and registration.
It’s pretty rare for Panasonic to go from the new set of ringtones to the old set of ringtones, then again, one isn’t really “newer” than the other. If you spam the play button too quickly, it will give you an error tone.
Also have a tone or pulse switch underneath. So if it's not ringing out, you can use the switch and to turn it to tone dialling and also use the other features on it.
Surprised you didn’t make an initial checkout video of the Alcatel phone. As much as I would love to get IP phones, especially with their designer cordless handsets, I’d have nothing to connect them to. I don’t want to pay monthly for a VoIP service just so I can have IP phones. If only there was a Cell2Jack-like device for IP phones, then I would use that.
Some newer Cisco phones can just be used with Bluetooth to a cell phone. You would want a Cisco 3PCC phone like an 8851-3PCC. Or you can join a community PBX which pays for the VoIP service
Just connect to a community PBX like the CaptainChris’ PBX. I don’t pay monthly for a VoIP, because I’m on CCPBX, and I also have an Cisco SCCP IP PBX (which only works with Cisco phones if no license is purchased and if the device is supported unlike mine). I also believe that you’ve made a comment on my PBX about its age, and the thing is, it works, so I’m gonna also stick with it like what Joey says, gets my needs done, and if I needed more, CaptainChris’ PBX is a great option and I can also start my own in-home PBX without port-forwarding.
