The test isn't pass/fail. I will agree that there is too much room for subjective observations. As someone who has done SFSTs many many times, I will say that I HATE IT. HGN is much more reliable and sfst can be too easily misrepresented by the officer. I would much prefer to PBT someone than subject them to 30-45 minutes of physical tests that loads of people simply can't complete without "Signs of impairment" because they don't have great balance. The other half of it is ability to follow direction. NOBODY knows how to follow the most basic direction. Look at how sober people drive. Turning signals aren't complicated. Making a safe turn without skipping 3 lanes, is not complicated, yet nobody seems to be able to do it.
