I don't think the reason why there are only two fishermen instead of more with 15 boats is rooted in a TV show. The world changed a lot in the last 15 or 20 years. You can NOT blame Doc Martin for that. You can't apply the same way of doing business as you did in the 80's or 90's. And this is not just for Port Issac. It's applicable to the rest of the world. Actually, I guess that people or businesses in that town are making much more money than before the show became a success.

Those fish were dead in the water and left high and dry by the high tide, not scared ashore by a predator. Probably another dirty law breaking tanker flushing their tanks as they passed, certainly wouldn't be the first time.
The last time I was in Cornwall was for a solemn event I had to attend, and they were saying on the radio 5 people didn't go home that day due to unsafe U-turns. And the SatNav was telling us to do a U-turn on a blind hill 😢 There are no plans to make more roads or wider roads. They can't. If you want to visit, please avoid peak season.
