Sulloon is actually "Ceylon". Its about the Kandyan Conflict of 1817. 400+ Irish troops came in Ceylon to stop the Rebellion, most of them would die from the Kandyans or Disease.

It's interesting how lyrics change a bit depending on who's version you have. In the Dominic Behan version, it's " and what was their wrath when the Englishmen saw". Either way, the operative word here being "wrath" I believe.
