It's a beautiful clock, but, without any provenance or other evidence, the attribution to Hardy is at best wishful thinking and possibly a breach of the UK Trade Descriptions Act 1968. It is thought that Hardy made 23 regulators and there's no evidence that Hardy made regulators for anyone else. Why would he? He was one of the most respected makers in the country.
