I was trying on normal at first, and did it successfully 3 times, and it wouldn't work, but then I switched to legendary and put on the skulls, mythic, thunderstorm, tilt, and tough luck. Then I got it first try, because I think since its legendary, your health is lower, and the fall wouldve killed you for sure.
For me, i got it bc i melee’d earlier than normal and held the button. So instead of timing the assasination just drop while sprinting, halfway down stop sprinting and hold melee a half sec before the elite

any luck fixing this? im having the same issue but its only SOME of the items to build. most of the large stuff runs at 60 fps while placing but if i try to put a door or something small in it drops below 10 as well.
