At the intentional grounding call around 9:40, do you think the HL should have stayed where he was? It looked like at the throw, he left his spot on the LOS and moved to the back post where the original LOS was. It looked like he was still in fair position to accurately rule on whether it crossed or not (since it clearly did not in this instance), but if this was a closer call, I'm not sure if he would've been in the best position to rule on that.

With two receivers on the other side of the field, the H is responsible for the lone receiver on his side. The back stays in to block and the H's receiver goes vertical, so it is appropriate for him to flow downfield with him. With only 5 officials, the location of the ball relative to the LOS may have to be pieced together sometimes depending on where the H/L are. In Iowa, this is a situation where we would want the H to flow downfield with his lone receiver who is running a deep route. If his receiver had ran a short route, or if a back had come out to his side, then yes, we would want him to stay at/closer to the LOS to observe the receivers. Very good question!

I have two mistakes (before they are mentioned by some of you listening.) :) At 5:54 although I correct say K can recover but NOT advance the muffed kick, in the annotation I forgot the word "not". The second mistake is at the 15:49 mark, where I incorrectly say linemen cannot be more than 3 yards downfield. In NFHS football, it is 2 yards. That being said, we want that to be a healthy 2 yards and not nitpick this foul.

You are correct. All holds are 10 yard fouls. I guess I was sleep deprived. :)

At the 12:00 mark where we have a flag for OH by the return team, with the foul being at the 25 yard line, that should be a 10 yard penalty to the 15 yard line and not half the distance to the 12 1/2 yard line, correct? We just have a garden variety hold, not a BSB or any kind of personal foul, correct?

Monte, I like your videos. My 2 cents on an improvement tho, I'd like to see the play once right away when you start talking about it. Then slowly click thru it later. I'd have a better idea of what is coming to soak in what you are saying instead of just slow click thru, and then eventually seeing it. Again, my 2 cents. Thanks!

NFHS Rules Kick Catch Interference has two options for enforcement. 1. Enforced 15 yards from the spot of the foul, 1st and 10 for the receiving team 2. 15 yards from the previous spot and replay the down.

If a shotgun snap is dropped in the endzone and the QB intentionally kicks the ball out of bounds to avoid the fumble recovering as a touchdown for the defense, is it just a safety or would there a penalty that needs to be declined in order for a safety to be recorded?

The result of the play itself would be a safety. We have a loose ball that was forced by the offense across its own goal line and out of bounds which, by rule, is a safety. You also have illegal kicking. Also, rule 10-4-4e - When A commits any foul in his end zone for which the penalty is accepted, the basic spot is the spot of the foul. So any way you look at it, no need to decline a penalty in order for the safety to be recorded.

BTW everyone, at the 11:22 mark, I was wrong and the player coming on the field was the 12th player. I didn't count the return man. :) So, to clarify, if he is the 12th player, on the field before the snap, and we do not shut it down, it is illegal participation, and a previous spot foul. If he would come on the field during the down, it would qualify for a PSK enforcement. Sorry everyone. :)

Another question about fouls away from the ball/point of attack. When discussing OH, you mentioned not to call inconsequential OH. If there's a sweep to the left side, then a holding penalty on the receiver anchored to the right side of the field is simply ignored. What about the OPI at 34:42. The receiver sort of blocks (almost in a way that makes me think he thought it was a running play). But the block is on the right side of the field. The throw is to a guy crossing on the middle-left side of the field ... nowhere near the location of the OPI foul. So, do we apply that same principle here -- the foul was away from the play and completely inconsequential, so no flag? Or, do we call the foul regardless of its bearing on the rest of the play and throw an OPI flag? If it's the latter, is there a list of live-ball fouls like OH that we would only call when germane to the play as it develops vs a list of fouls that we should call, regardless of their relationship to the developing play?

That is 100% correct! You should not call an OH on a sweep to the left by a receiver on the right side of the field. It has no impact on the play. That is a case where only a safety foul should be called.

@@67L48 When we have OPI hanging, it is hanging throughout the play, and we throw if the legal forward pass is first touched beyond the LOS. There is a list probably in the new mechanics manual for 2024, which is much better and more detailed than the book before. For example, we don't throw for IDP (ineligible player downfield) if the passer is legally grounding the ball after being outside the free blocking zone.

Question about ownership. At 11:20, the play starts at the 48. The tight end commits holding at about a half yard behind the line of scrimmage ... about 6 yards in front of where the Umpire is standing. The Back Judge is so far back that he's not even in the frame. With the benefit of the sideline camera angle, we can see the hold occurring at 11:55, but, of course, the back judge doesn't have this angle ... he's 20 yards down field looking through two defensive backs and two receivers to see this block by an offensive lineman. This is the back judge's call here? Not the Umpire or another official much closer to the action? I didn't realize that B was primary to call holding on interior blocks at the line of scrimmage. Same at 24:38. Block behind the line of scrimmage involving a pulling guard inside the tackles. B is the farthest from this play and has to look through about 5 players and is 20+ yards away from the play. This isn't the R, U, or L call ... it's the B's responsibility to make a call here? Are you concerned that a B is too busy looking into the backfield on plays like this and misses downfield action on play-action plays? Later, at 38:20, you mention that B misses the block in the back ... but maybe that's because he's watching the Tight End blocking on #88, which is also close to a hold? I'm still learning this position, so I'd like some more clarification, if possible. I'm very confused at B having primary responsibility on blocking plays at and behind the line of scrimmage, even between the tackles. Thanks.

A few things in regards to your questions. We want our B's to be at 25 yards on most plays and always in the middle of field. At 11:20, the B should have transitioned to that OH by the TE because his receiver who came back to the middle was in space and free of foul. If our initial responsibility is free of foul, we need to look for work nearby, and that next point of attack block was by the TE. The B should have a clear look at that block and just because it is at the LOS doesn't mean he shouldn't be able to see it. At 24:38, the only reason the B should see that IBW is because it is the first block on the outside by a DB and the B's receiver again, is in space, so we need to find the next block to officiate. That DB going inside is one that should grab the B's attention as a red flag for a foul. The best advice I could give you, is to not get stuck on your "key(s)" and don't officiate air. If your area is free of foul, find the next POA block in front to watch. The B needs to be a critical official for blocking in the running game to have a really strong crew. Too many thing that they have the play off on runs, and that is so wrong!!

What do you recommend for a rules refresher? For example, when I last officiated, NFHS had not yet adopted the throw-away protections for the QB to avoid intentional grounding. I’d love some resource that goes through the rules overviews. Thx.

Does the flow and go apply to all 3rd/4th down situations (ie 4th/19), or shorter yard situations only?

Chris, in for Iowa officials, "3rd down flow and 4th down go" is on every 3rd or 4th down play. That is the "money line" and we want to be there and still if/when the runner gets there. We may not get there on a longer distance 3rd/4th down, but often we even can in those situations. If they don't make it, we step back and square it off just like for a goal line play.

Illegal batting or illegal touching. Wouldn’t that be the coach’s choice? One is a 5 yard penalty and loss of down and the other is a ten yard penalty. The coach needs to know his options. It’s not our choice.

Love the review. Thank you for posting. On the bean bag plays, it seemed the BJ was quick on the bean bag and that was why he had a bean bag on a muff. Yes, no need to bean bag that interception. On play [12:20], I have illegal touching but not sure about the illegal batting as a forward pass can be batted in any direction. But illegal touching is the more severe penalty as it is 5 yards from previous spot and a loss of down whereas illegal batting is 10 yards from the spot of the foul. I do love the thinking about which fouls are spot fouls as fouls against the football.

For me...because the runner removed his helmet himself and continued to run, I would have called illegal participation. The runner basically made himself illegal to be hit.

Yes, the ball had touched the ground, twice actually, and was beyond team R's restraining line. At that point, it can legally be touched by K or R.

How does the wing know the QB was hit during the throw & to lay off the whistle on that pass play? We're looking at the receiver & only see a ball come in/hit the ground, tough to know if the QB is hit.

Michael, that's exactly why to stay off the whistle unless you see peripherally that the QB is free of any contact on him. If you don't, at some point you are going to blow dead what you thought was a pass, but it was a fumble, and if team B then possesses it right after your whistle, you will not have a good explanation for the team B coach.

Hey Monte, great videos that you put out. For the play where the U guesses on holding on the pancake block, I think the R is throwing on either the TE or Fullback blocking on the edge. The defender gets flung around and then tackled by the fullback. It's a bad call if he's throwing on that block by the OL though.

23:34 The flag land around where A66 initiates contact and spins R55. We don't see the spot of enforcement. Could this be what he saw as hold? Was that hold?

Correct. The hold was actually called against A66 for a grab and turn right at the point of attack.
