I would suggest that the first shots are of a vessel leaving, not arriving, as they are lowering their beams. A manoeuvre used to increase stability when encountering adverse weather conditions.
The first shots are of the skipper lowering the derricks from the position they are kept while steaming to take in slack on the warps to the beams before eventually raising the derricks in order to enter the harbour.
