still cant access the explore button

I do not have explore button and neither can I activate from Tools. Is there any steps I missed out.

My husband and I just built a house. Woodneath was one of our options for a neighborhood, though we ended up building elsewhere. If I had known that an MCPL branch was slated for that area, it might have swayed our decision. :D
