Based on last years play he should definitely be ranked in the top 5 in power rankings. Power Rankings aren't based on your draft position, it's based on recent play. It's also not a question of which QB you would take over another QB.

Draft grades don’t mean anything but if there was rules to grading, the #1 rule would be not to sway the grade due to off field behavior/personality. That has absolutely nothing to do with football the skills they bring to the team that drafted them.
I think it's fair to say Herbert can have a season as great as Lamarr Jackson. Sorry for being a homer, but I expect him to win MVP once in the next 5 years Harbaugh is HC - if Harbaugh's franchise building project pans out.
