It's mostly because Paul's doing an impression of the singers in those real old blues records like Muddy Waters (mentioned in the song) and Howlin Wolf where they would sing bluesy slightly out of tune notes called blue notes.
It's called "blue note" - he keeps changing between major and minor, which is just fantastic and brings so much tension and fits John's vocal perfectly.

I've always known it was Paul. Many (MANY) years ago the BBC had a special on the recording of Abbey Road. They played selected (isolated) tracks from this song and you can clearly hear it is unmistakably Paul (much like you can in this RU-vid video). When Geoff Emerick released his book recounting his time recording the Beatles, he stated Paul wanted to sing backing vocals but John said he would do it himself. This version of events was even stated on the Wikipedia page for the song. I edited the page (back when random folks still could) to correct the facts (I even referenced the BBC special and agreed with the fact Lennon says "shoot me", which was also in contention at the time). Unfortunately my corrections were removed (in favor of Emerick's account...since, you know...he was there). What they didn't realize is Emerick was old as f**k when he wrote the book and, as I'm sure many are aware, memories tend to fade or become distorted as one ages. At any rate...it's Paul. Always has been, always will be.

Lol, seems like Paul was so disappointed of being refused by John to vocally participate that he sneaked these bits into the song at a later session :D the result was better, though :) Btw I believe Paul is also featured in verse 2 (ending "you've got to be free), perhaps also in the final verse and at least in one chorus.
