Western Promotions always have a host who has the full script with the same amount of details that are in Japanese events as well. In 80-90% of the promotional events that are specific for a particular anime, you will see one/two of the cast members take over the job of the host (it's not easy to be a host, plus most of the recent events are always live audience + Niconama/YT live, so there has to be a shit ton of direction involved). Plus, I can guarantee none of the answers that are personal opinions of the VA, are written on the script. They really have to be careful as well, because a "Kouso Jiko" is not appreciated in Japan. Also btw, every live event in the west that you have seen, ever since 2000s, has had a teleprompter from which they read most of the shit. Only thing is, bigger events like oscars and stuff has to be rehearsed before the actual event, but not everyone has the budget to afford a rehearsal.
