PID Looks like the cities are in a hurry to develop as well as the developers. But the cities and developers don't have all the money needed (up front) at the time, So the developer takes out bonds (with the cities permission) and charges the homeowners later on to pay off the bonds . City wins because they get the tax receipts quicker, developer wins with quicker sales . Homeowners are taxed through the "roof". Yep city and developers scratching each others back.

Plans like this Dallas-Houston fast train are being re-thought, now that the traveling public realizes that spending time with other travelers in a confined space, whether onboard an aircraft, bus, train or cruise ship, is a recipe for spreading the virus. This Houston-to-Dallas high-speed train is getting nowhere, not only for this reason, but also because land-owners along its route are effectively blocking the rail line from acquiring their land, fighting fiercely with tooth-and-nail to prevent the rail company from seizing their land by Eminent Domain. It has become increasingly apparent over this past year that fast trains will likely never be built in this country. Americans MUCH prefer to drive their own cars. Now that our cars have become our only really safe available means of travel during the pandemic, any enthusiasm there might have been for this Texas High-Speed Train has all but completely evaporated. The California High Speed train from Los Angeles to San Francisco is experiencing a similar fate, meaning that it, too, faces outright cancellation.
I'm in favor of the project, but I think it is unrealistic to build it without Federal grants to cover track construction. As an investor I would ask why not? The only answer is ideology that opposes "gov't help". Except that the FRA is up to the project's neck involved. From the regulations to environmental impact studies to connection Amtrak and I'm sure many other ways. We need honesty about this project without the blinders of Libertarianism.
