think if you build sumting like a 4 link car suspension it will keep everything level during the up and down motion eadn-wc05-9930834.nxedge.io/wp-content/uploads/2019/05/parallel_4_link_ass2_-web-e1575651666275.jpg it will take a second crossbar and sliderbearings running parralel to the one you have now ( you can connect both together to make sure they slide back and forth as one unit) and a bit of extra wood for the extra "linkage" the bicycle locking mecanism with stay loose and it will pivot on there during the up and down motion as for the dust extraction , you could go the same route as a cnc router and put brushes (those draft strips they mount on the underside of doors work good for that) ouround the router basicly creating a vacuumchamber around it or at least some dams on the side to catch the woodchips when it flies off the routerbit
