I got that same issue with some of my old TrackMaster/Tomy engines. Basically, some just don't want to wake up after years of sitting. I get mine to run again by opening them and manually spinning the motor round a few times, then closing them back up again. That should wake it up a little. If it's not that, it's probably a broken battery contact, as the motor doesn't seem to be spinning at all. Also note: If you get him running and he seems loud, that's totally normal. I own an identical Thomas; he is by far the loudest Tomy engine I own. I suspect it's the gear configuration, but don't know for sure.
There also existed a cancelled Nabi SE tablet themed after Thomas and Friends. It was mentioned in an FCC listing alongside Nabi tablets based off other Mattel franchises, but was quietly canned at the last minute. All that remains are assets from the tablet's launcher APK which I documented over at TCRF.
