This helps with more transparency to ensure duties for each party and encourage everyone to be mindful of the updated regulations. The high risk buildings as mentioned are 18m or 7 stories with 2 residential units or more.

I was lucky enough to do a proper apprenticeship from 1976 to 79 and that taught me how to work in any construction environment and like any skill you start learning when you're out of your time (apprenticeship complete) and "doing it proper". Nowadays companies want to minimise training by only teaching you to do what THEY need. It doesn't teach a proper skill set. What it does do is put a lot of semi-skilled (if there is such a thing) chancers into the construction jobs market. Big companies love this because it creates an over supply of labour which in turn helps keep wages down.
Worked in new house build for 30 years as a joiner the problem is theses builders don't want any employment costs. So they use sub contractors . One man wins the work then he can have 50 or so sub contractors working for him. No sick pay holiday pay no expenses no apprentices the middle man takes most of the money and your often lucky even to get paid . It's rip off employment with get rich middle men . I know many workers coming to retirement with no pension as there is no employers contribution . I would not advise any young person to work in new house build .
