If you are focused on US casinos then you'll need affiliate licenses unless you do CPA deals and it depends if the state will allow it. You can likely join lottery affiliate programs without licensing as of today, but of course need to check and know all state laws.
Basic level will work but that usually means you can go back the past 2 years which is fine. If you run this process numerous times checking other casinos, you'll keep finding affiliates.
