Holiday parties - Run ads to get people to tag their restaurant for a chance to register to win their holiday party at your restaurant. Then call each entry and say "we got your entry, you're registered to win, but if you don't, lets get a party booked"
On the Red Envelope promo, add a QR code on the outside that takes them to a landing page or messenger flow to have them REGISTER their envelope. This way you know who has it and when January 1st comes around you can trigger a marketing campaign to the envelope holders. That campaign should have email, text and social media retargeting
