two doubts how many stacks are allowed in the collection area ? and if i play a property card and shift a wild property card in its place is that considered one turn or two ?

I have 1 question which is not covered anywhere. Suppose a player played the last card as a BOMB card. What do you think should happen? 1. Do other players first have to throw 0s and the ones who don't have 0 card will have to flip over the alive card. And then they must flip another alive card as the round is over? So in total, a player who doesn't have 0 has to flip 2 alive cards to dead. 2. Or if one of the players played the last card as a BOMB card, we will consider the round as over and all other players will only flip 1 alive card to dead without considering the BOMB card requirements of throwing 0s and flipping alive cards to dead.
