It's likley that she has just eclosed and found a good, secluded place to rest. Especially likely if you live nearby any waterways. Emerging from the final-stage larvae can take ~3 hours in some species, and tenerals (newly-emerged adult dragonflies) oftentimes find a shaded place to allow their soft tissues and wings to fill with their hemolymph ( bug blood, basically) sclerotize ( surface proteins harden and darken in coloration). They'll even avoid flying in the rain at this sensitive stage. Wings show no damanage so I'd guess this is a teneral :)
