It's time to give up and just remove all the regulations on fishing and shrimping. Everyone should catch as much as they can, for as long as they can from the public waters. No size limits or bag limits. Catch them all. Goodbye river herring, striped bass, weakfish, redfish, flounder, speckled trout, blue crab, croaker, spot, black drum, sheepshead, bluefish, Spanish mackerel, pompano, mullet and menhaden. The annual shrimp crop will always return, and that's the only thing that ever mattered anyway.
