You definently can. This is a feature of PABX. Then there is a so called CO lines which are connected to the PSTN. Usually PABX will have set the dial out number, i.e 9, then you receive dial tone already from PSTN. Same for the routed in calls

I was thinking loop in media convertor in between modem and router mean : from modem ? RJ45 go in to media convertor , output rj45 to plug in to router WAN ? is this possible ?

You would want to test with short fiber cable and the camera that you know is sure working with nvr, otherwise make sure also thay fiber cable connectors are clean and no grease and fiber is tested as well
