I do have the same issue as you have but I think it has something to do with others final digievolution or others death that haven’t appeared through the story in order to proceed the “true ending”. Your guess probably as good than mine.

Make sure you did those: . . 1- Make sure you did finished first through and play second through (New Game+). 2- Make Sure you did affinity above than 40~45 look full video and choose a sentence to make him more affinity. 3- Make sure at last you choose " Of Course we'll helps" for helping him to be alive. . Was wondering about that myself - no battery vaporisation, no placed cameras or mines, guards don't take 2 shots to stun, anti theft detectors not going off at that range. The guy he invaded also has no PF rank which is just weird for someone with quite a few S+ and S++. Also as someone else pointed out the blockade time should limit you to 10min with a lot of high level staff.
