The list is based on available data and if countries don't share that data then they won't be aggregated. I'm sure there are many countries in Eastern Europe who deserve to be on this list but ultimately it comes down to the data. Thanks for your comment.
Some countries don't share their internal statistics and that could account for missing information from places like Russia. Also, many country's citizens will produce their own liquor for personal consumption and that data will also not show up on official statistics. So yes, you are correct, there are missing gaps but that is to be expected in all aggregated statistics. Thanks for your comment.

I used data from the IMF and Investopedia. Both of these sources are trusted sources for country data. The IMF has East Timor at $2.04 billion projected for this year and Investopedia has the countries latest data at $1.9 billion. I prefer pulling my data from trusted sources like the IMF over data aggregators like datacommons which I find is not always correct. Thanks for your concern and always do your own research. I encourage you to review the data on the sites that I've mentioned here.

Receive it worthily, & you will enjoy the Kingdom of God for eternity. Proverbs Chapter 23(DRB) 23:1. When thou shalt sit to eat with a prince, consider diligently what is set before thy face: 23:31. Look not upon the wine when it is yellow, when the colour thereof shineth in the glass: it goeth in pleasantly,
I saw 2 streaks of them a couple of years ago. The first time I really believed it was a plane or satellite crashing down. The second time really blew my mind, I ran inside and got my wife. One of the coolest things I've seen!
