You've found it. The actual mark for the generational divide between Zoomer and Millenial. As a 2003 Zommer, I know for a fact that these were played when I was a baby, but when I gained sentience, these had stopped being popular so I never saw any whilst watching.
For me it was that stereotypical early 90s aesthetic with lots of neon and graffiti-tag inspired fonts, I remember seeing it in shows like Sesame Street when I was very young, but the aesthetic had become unfashionable by the time I gained sentience. In hindsight I think they tried to keep the aesthetic fashionable looong after it was obvious that society was sick of it

Yeah they explicitly state the names came after the aesthetic originated, I guess you have a hard time reading? They also credit the people who create the names, with their twitter handle and the date is always after the origin of the aesthetic. The rest isn't made up either because it's literally just listing the visual qualities like... flourishes... halftone patterns... paint splashes... circular patterns... vector graphics...speakers icons... glossy textures... grungy texture... musical notation..streaks...etc
"Fruitger Metro" doesn't really make much sense as a name, but it works with the urban theme. It's a little bit confusing considering Metro (Windows 8) is a separate aesthetic which is the predecessor to the modern flat aesthetic. It's just a little bit confusing of a name.
I remember seeing this in a bunch of commercials and even some children’s tv I would watch as a kid. Actually, a few years ago I went to Universal Studios in Orlando a few years ago and the Rip Ride Rocket has a similar style to this.
