What I have understood is that those cameras on the high poles measure the condition of the road and the amount of traffic, so that the traffic center then could inform the public about possible problems on the roads if necessary. There are speed cameras that then measure the speed of the cars, these are clearly lower next to the road.
After reading some comments and had some time to do more research, I found out from "Police traffic control techniques and the expansion of automatic control" (Poliisin liikennevalvontatekniikat ja automaattivalvonnan laajentaminen ; Published 7.5.2019) that there is something called a Revika. A number plate reading video and camera surveillance equipment built into the police vehicle, about 700 of which were in use in 2019. This also could be the reason that there were some police vehicles in a line a few KMs down the road, and some cars were stopped like mine. It is likely that, that stretch of road is prone to speeding and the police know well about it. I am vigilant about any car that is following me, but safely is more important that vigilance. Just drive slow.
The reason they are so strict on the speeds in the Nordic is cause they have dangerous driving conditions. some of the more dangerous in Europe. and those cameras are to survey the roads for Wildlife and any accidents on those roads, they also have Toll zones for cities and stuff so they will scan your plate and fine you for driving on that stretch of road or into that zone. you got speed checked by a Laser. 3:10 This is a Speed camera. anything else you see isn't one.
At 1:07 there is a surveillance camera and a weather measurement point. At 3:11 you will see a new camera that measures the speed and calculates the average speed between the other cameras.
