There's a variety of possible reasons. For one thing: this was supposed to be the big Simon & Garfunkel reunion record following their legendary Concert in Central Park in 1981. It was even announced as an S&G album, so you can understand more than a few fans were disappointed when it finally came out as a Paul Simon solo album instead. Secondly: the album was kinda left to fend for itself. For one thing, Paul didn't tour to promote it when it was released in November of 1983. And when he did go on the road in the Summer of 1984, he only did a twelve city acoustic tour. A very intimate setting, but when it's just Paul and his guitar on stage you can't really do songs like Allergies justice. Hearts & Bones is introspective, a bit morose and it feels like Simon was going through a rough patch. An aging artist approaching midlife in a new decade, desperately trying to find something new and interesting to do. It's not as bad as the One Trick Pony album, but it was clear he was trying to reinvent himself. Discovering the sounds of South Africa helped him find his way again, Graceland feels vibrant and alive, that has to be why it appealed to the masses so much more than his previous albums. I do find Hearts & Bones a fascinating curiosity. You're right, the songwriting is top notch, the title track only gets better with age. Think Too Much (b) never really leaves you as well. Rene And Georgette Magritte is a masterclass in lyricsm and When Numbers Get Serious has some deft word play too. But it's also the album that has the inexplicable Cars Are Cars and the nonsensical Song About The Moon.
