I would have a quibble about CA markets. You can be the worst landlord in the world and still get the high appreciation that CA has gotten over the last 50+ years. Plus generally a property in CA that doesn't cash flow at purchase will in a few years due to rent growth. If you are in a no/low appreciating market and you suck as a landlord you have no way to exit without substantial losses.
