I wasn't aware of the date... To be honest, I didn't encounter any cheater as you can see in the videos... Let's see if I see more changes on 24th. I saw in some other videos that in some servers was already deployed.
If you want more tactical payday 2 experience, either play on death sentence (or hell, even death wish) difficulty, or try downgrading to older versions. I kind of find older updates being somewhat fun (well, at least due to the fact that they use same health system as PDTH while still having mechanics from payday 2 like dodge)
Maybe not 4k, but you shouldn't have a problem at 1440p. And of you add cars, put a lot of stress on the cpu. So to test with a few cars your card and cpu should handle it

It's a Zotac, and the gameplay is without the card profile running. If you set the fans at different speed, temps are lower, but 70/75 full load with Cyberpunk is still acceptable.
